Question:

Assalaamu ‘alaikum

Respected ‘Ulama

I have been married for five years. For the first three years of my marriage, I received a regular allowance from my husband. However, for the past two years, he has not given me any money and frequently complains that he has many debts to pay.

I feel that these debts are his own doing, and that I am being denied my allowance so that he can manage his debts. At times, the situation becomes so difficult that if I need a little money, I have to borrow from a neighbour, as he sternly refuses to give me money for my personal use.

Regarding groceries, he does buy the necessary items for the household. My concern is specifically about having money for my own personal needs. Is it correct for him to withhold this from me?

Sharee‘ah commands that a husband provide nafaqah to his wife. Nafaqah includes shelter, food, clothing, and other necessities of life in accordance with the husband’s financial means and position.

Apart from these obligatory expenses, it is recommended—though not obligatory—for a husband to give his wife a regular allowance to cover her personal needs and desires.
